Grand Lakes MUD 2 Projects

The Board of Directors for Grand Lakes Municipal Utility District No. 2 (GLMUD 2) has been directing beautification projects throughout the District. The goal is to bring Grand Lakes back to its "grand" stature and help elevate it to once more being the most desired community in the Katy area to live and work in.

To accomplish this, the Board has begun working with the HOA to identify those projects that GLMUD 2 can accomplish, and have established a memorandum of understanding (MOU) to address this agreement. Any project undertaken by a Municipal Utility District must meet strict rules established by the State of Texas as they apply to the use of public funds. Furthermore, Districts are prohibited from doing any project on private property. It is the Board's hope, as the District begins to clean up and refresh the community, many homeowners will also take a high level of pride and initiative in each of their own residences.

Please understand that GLMUDs 1 and 4 do not have the robust Strategic Partnership Agreement (SPA) revenue source GLMUD 2 has, so their approach may vary within their own boundaries. It is the Board's hope that any monetary participation by GLMUD 2 will assist to offset HOA budget items, possibly allowing neighboring Grand Lakes Districts to accomplish many projects outside of GLMUD 2. The Directors of those Boards are also doing everything possible to offer great services at the lowest possible cost to their residents.

COMPETED PROJECTS

ASHPALT TRAIL CONVERSION

In the Fall of 2020, the HOA completed the asphalt trail conversion in Phase 2. GLMUD 2 reimbursed the total cost of this project to the HOA. No additional conversions are necessary in GLMUD 2 as Phase 4 already has concrete walking trails.

EXTERIOR BRICK FENCE

GLMUD 2, in conjunction with the other two GLMUDs and the HOA are now completing the last section of exterior fence associated with this project. In GLMUD 2 there were two sections to be completed. The Phase 2 side project also included tree trimming (reimbursed to the HOA) and sod replacement along Fry Road, (funded by GLMUD 2).

TRIP HAZARD REPAIRS

In the fall of 2020 GLMUD 2 agreed to reimburse the HOA for all trip hazard repairs that were on common area sidewalks in Phase 2. That project was completed last year.

Trip hazard repair in Phase 4 has recently been completed as well. The Board will continue to monitor and address hazards as they arise.

CURRENT PROJECTS

LAZY RIVER POOL FACILITY (LRP)

GLMUD 2 has agreed to address the needs at the LRP. To this end, the Board has begun inspection and analysis of the existing facility including the bathroom structure. GLMUD 2 has engaged an engineering firm as well as a Landscape architect with experience in pool and amenity design to assist in this process. The goal is to update and refresh wherever feasible and to rebuild where necessary. Movement should be evident in the fall with completion targeted for late spring prior to the 2022 swim season.

POWER WASHING

Power washing has begun in GLMUD 2 of all common areas. The Board initiated this project in July within Phase 4 (the Enclave) and worked through the main entries on Grand Trace & Lake Crossing. GLMUD 2 is cleaning all common areas to include the Lazy River pool area, the playground, all sidewalks and curbs and brick columns. The Board is hopeful to also accomplish this within Phase 2 soon.

LANDSCAPING

The Board will begin replacement of sod and plant beds along Fry Road in phase 4. This project will also include new irrigation wherever needed.

FUTURE PROJECTS

FORMAL PARK (Phase 2)

Rehabilitation of the Formal Park should begin soon. This project will be managed by the HOA and GLMUD 2 will reimburse the expense to the HOA.

TOWN SQUARE (Phase 2)

Rehabilitation of the Town Square in Phase 2 will include updating the walking trail and installing drains to alleviate standing water. This project will be managed by the HOA and GLMUD 2 will reimburse the expense to the HOA.

SOD INSTALLATION

The Board iis seeking input from Yellowstone Landscaping, landscape architects and grass suppliers to determine the best course of action to address the continued erosion along our streets and sidewalks.

STREET SWEEPING

GLMUD 2 will begin street sweeping to remove all the dirt, etc. after addressing and alleviating the erosion issue.
